Paul Carter Mullen is the Deputy Director of Development at Central California Legal Services. His responsibilities include grant management, reporting, and assisting with grant writing and fundraising. Previuosly, Mr. Mullen served as the CCLS Voluntary Legal Services Program supervising attorney, senior legal team supervisor, and managed other grant funded programs. Mr. Mullen received his Juris Doctor from San Joaquin College of Law (2001), a Bachelor of Arts in Public Administration from California State University Fresno (1996), and an Associate of Arts and Paralegal Studies Certificate from Fresno City College (1993). He has a Certificate in Nonprofit Management through the OneJustice Executive Fellowship program. Mr. Mullen is an instructor at Fresno City College and for about 20 years has taught civil litigation in the Paralegal Studies Program, business law and real estate classes. Mr. Mullen’s past pro bono work includes sitting as a family law Judge Pro Tem (Fresno County Superior Court) and volunteering for San Joaquin College of Law’s New American Legal Clinic. He received the Fresno County Bar Association’s Pro Bono Attorney of the Year award (2017). Presently, Mr. Mullen sits on the board of directors for the Law Practice Institute, the Fresno City College Paralegal Program Advisory Committee, is Cubmaster for his daughter’s Scout Pack 211, and is a trained Community Emergency Response Team (C.E.R.T.) volunteer.
