Heather Freinkel is a managing attorney at the Homeless Action Center (HAC) and has held that position since 2017. She worked at HAC as a staff attorney from 2011 to 2017. HAC provides public benefits advocacy to Alameda County, California, residents with mental and physical disabilities, including SSI and SSDI benefits, General Assistance, CalWORKs, Medi-Cal, and CalFresh. Since 2017, Heather has focused her efforts on developing the agency’s encampment outreach program, which seeks to deliver quality legal services to the most vulnerable members of the homeless community. Heather earned her JD at UC Hastings College of the Law and her BA in Sociology at UC Santa Cruz.
